Chair Tilman Lukas called the meeting to order.
Minutes of September 11 were approved as corrected. Mary Stuart Booth’s appointment as Conservation Commissioner will become effective October 1, 2008.
The voting of Associate Commission members was discussed. Associate voting would require a change in the Town Bylaw.
Attendance at the October Town meeting was encouraged to support the Keyes’ property conservation easement. The easement will abandon the existing right-of-way and establishing a new right-of-way for a trail connecting to the Harkness Rd. Conservation Area.
A Certificate of Compliance was created for 46 Harkness Rd. and further work was tabled until the owner’s attorney responds with the owner’s name.
The Millington property discussion was tabled until October 9 meeting. A meeting with Superintendent Rick Adamcek on a bundled Notice of Intent for the Department of Public Works was scheduled for later in October.

Chair Tilman Lukas called the meeting to order.
Storm water management on the Lombardi property at 115 Amherst Rd. was discussed with a Gloria McPherson representing the contractor, Kohl Construction. A letter was read form Mark Stinson, Massachusetts Department of Environmental Protection, stating that the property was not regulated under MG Section 131 Section 40 of the Wetlands Protection Act and it was determined it was not regulated under the Town Bylaw. A solution was proposed and agreed to that the rock swale draining the drive would be connected by a 15” pipe to that a deep sump and connected to the existing Town storm drain at the owner’s expense. A letter to the owner requesting the use of environmentally sensitive deicing agents was recommended.
The Bundled NOI/RDA for the DPW was discussed and MacDonald will summarize for the October 30 meeting. Millington property discussion tabled until construction resumes.
An advisory assessment was scheduled for the Cuphone property at 224 North Valley Rd. for septic repair.

Chair Tilman Lukas called the meeting to order.
The bundled NOI for Town road repairs was discussed with DPW Superintendent Rick Adamcek. It was not clear how Town abutters for all projects would be notified and it was requested that the commission contact the DEP Circuit Rider Mark Stinson for suggestions. A draft NOI will be written by MacDonald for review by the Commission, Pelham DPW, and Massachusetts DEP.
A letter was presented from the Massachusetts DEP communicating 22 Amherst Rd. was issued a certificate of no-compliance for a dam on Amethyst Brook. A letter to the owner was requested for an advisory assessment and to discuss drawdown of the dam.
A Certificate of Compliance was issued to Richard and Barbra Lerner of 46 Harkness Rd.
File number 08-15 was issued for the Cuphone at 224 North Valley Rd. for septic repair.
