Meeting Minutes
June 2, 2008

Present: Selectmen: Jim Huber, Ed Martin, Bill Martell. Finance Committee members: John Trickey, Gwen Hubler, Fred VanDerbeck. Police Chief Ed Fleury

TOWN INSURANCE POLICY
Finance Committee member Gwen Hubler had gone over the proposed insurance plans from Massamont Insurance and reported back to the Board. She had questions regarding the schedule of Town vehicles covered such as whether or not the Town still owns some of the vehicles listed.  Administrative Aide Kim Leahey offered to speak to DPW Superintendent Rick Adamcek to get an accurate and updated list; Leahey will then fax the list to Massamont so that it can be reflected in the policy.

Hubler also asked about the method used to arrive at the “value of contents” of the Rhodes and other Town buildings. She wondered if there is an inventory of equipment in the buildings and also, if $135,000 is the replacement value for the EDP hardware. Selectmen were unaware of what the formula is.

Hubler wondered if credits are given for continued safety, preventative maintenance, or sprinklers.

Selectmen discussed having a representative of Massamont come to address the board so that answers could be given to these and other questions. They also suggested that Leahey call surrounding Towns to ask about their coverage.

SPECIAL TOWN MEETING
Selectmen decided upon a time of 7:45 p.m. for the Special Town Meeting which will take place on June 19th, just after (or in the middle of) the reconvening of the Annual Town Meeting. The purpose of the Special Town Meeting is to vote on a single article which will propose funding of a Police Vehicle. Finance Committee Chairman John Trickey asked who would be answering questions from the floor; Selectmen and Chief Fleury agreed that Fleury, based upon his considerable knowledge in this area, would.  Selectmen signed a Warrant for the Special Town Meeting and Fleury promised to post it immediately. Trickey expressed concern that the Article might make the planned Override election more difficult because he felt that the townspeople would feel slighted in their concerns at earlier meetings since no committee of citizens was formed to look into the issue as had been suggested.

Selectman Huber agreed that he also felt that the townspeople had very clearly stated their desire to be involved in the process of choosing a new vehicle.

Trickey proposed language for the override question that included the formation of a committee which would be comprised  of citizens and the Chief of Police to study and recommend a new Police vehicle. In the article language, acknowledgement is made of the need for timely action given that the current lease will be over at the end of July.
