There WILL BE a new town position of Assistant Records Access Officer to assist the Town Clerk with the new law that is beginning January 1, 2017 with regard to all public records requests.
Applications can be submitted to the Board of Selectmen's office. Position will be advertised until filled.

EVERYONE on a board or committee or a town employee whether elected or appointed or hired must get new conflict of Interest Forms and complete the new on line ethics test between January 1, 2017 and March 31, 2017.
To register on line or for voter information there is a new web site www.123voter.com it is a very helpful site.
If you are newly elected, even if you were already in that position before,
you still must be sworn in again FOR YOUR NEW TERM.
Recently there has been some confusion on joining and resigning from Boards and Committees.
If you are currently serving on an Elected board and wish to resign, you must send your resignation with your signature on it to the Town Clerk stating your resignation date.
If you are serving on an Appointed Board or Committee and wish to resign, you need to send your resignation with your signature on it to the Board of Selectmen stating your resignation date.
If you wish to be appointed to a Board or Committee to fill a vacancy; then the the procedure is as follows: A new member cannot be appointed until the resignation of person leaving is final. The position vacancy will be posted on the town web site for two weeks. The person that wants to be appointed writes and signs a letter of intent wishing to be appointed to a named vacancy and sends it to the Board of Selectmen. It is also helpful if the Chair of the Board or Committee writes a letter or comes to the Select Board Meeting in support of the appointment. The Select Board puts it on the agenda for a meeting and appoints that person who then must see the Town Clerk to be sworn in and complete other paperwork prior to participating in a meeting.

Every Committe Member and Employee and Elected Official must take this test now even if you have completed one previously. We are beginnning a new 2 year cycle so your ethics must be re-done, and again if you have been recently elected. Any questions or for info feel free to call me. This is a State Mandate

DOG LICENSES ARE NOT VALID WITHOUT A CURRENT RABIES VACCINATION
NEW 2017 LICENSE FEES HAVE INCREASED
SPAYED OR NEUTERED ANIMALS ARE $6.00 AND MALE AND FEMALE DOGS ARE $10.00 kENNEL FEES HAVE INCREASED AS WELL.
You must get your new dog license to avoid costly fees.
PLEASE NOTE that while I encourage folks to mail their dog license renewals with their census listings for your convenience, I usually do not even receive the new licenses until mid to Late February. I am processing new licenses as quickly as possible in relation to other duties. If you feel the wait is too long, you certainly can send them in separately at the end of February or early March since your dog licenses expire on March 31st.
There is a fine for not licensing Dogs of $50.00 and this is not negotiable. There are late fees as well.
YOU MUST SUPPLY A CURRENT RABIES CERTIFICATE;
and also NEUTER OR SPAY CERTIFICATE upon request
IF YOU CANNOT FIND YOUR COPY OF THE RABIES CERTIFICATE YOUR VET CAN FAX A COPY TO 413-256-1061.

dogs and $6.00 male or female dogs.
Kennel licenses must be done in person
Late fees are in effect,
for 2017 the Dog Fees are increasing to:
Intact Male or Female $10.00
Neutered Male or Spayed Female $6.00
Kennel Licenses 4 dogs or less $20.00
Kennel Licenses 11 dogs or more $75.00
If current Rabies cert on file or include a copy of a rabies certificate and spay or neuter certificate and the appropriate fee(s)and send to: Town Clerk, 351 Amherst Road, Pelham, MA 01002.You can also have your Vet fax it to 413-256-1061 or mail a copy of Rabies cert. Licenses and tags can be mailed to you. In order to assist with Town Record keeping please let the town clerk know if you no longer have one of your previously owned/licensed dogs. Thanks. Sorry, Kennel licenses must still be done in office You can also send a (SASE) a self-addressed, stamped envelope, *please do not forget it helps if you are able to send your return envelope with correct postage attached (Note extra postage is required for mailing the cost is $.71 for one tag and $.90 for two tags. More than two dog tags is even more postage. They do not go through the postal machines and need to be handled separately. )
Town Clerk Kathy Martell will have office hours on Monday and Friday from 10:30 am- 1:30 pm .Check the town calendar www.townofpelham.org/calendar for weekly office hours schedule. Or feel free to call the office and leave a message. At that time,Kathy is able to do Voter Registration, Dog Licensing, Vital Records maintenance and Provide Certified Copies of Vital Records.
Street lists for 2016 are now available from the Town Clerk. The cost is $3.00.
Your state mandated town census was in the mail at the beginning of the year. Please complete it (and make any corrections on it ) and SIGN IT and return it as soon as possible. EVERYONE living in the house should be listed including all minors/children. A SECOND mailing was sent which cost the town a lot of extra money . Not filling out your census form can affect your voting priveleges.
If you receive a census form that is addressed to someone not living at your address please mark Not Here on it and put it back in your Mail Box so the Postal Clerk can return it to the Town Clerk and records can be updated. You will get one addressed to current resident to fill out.

at the Rhodes Building on most Mondays and Fridays from 10:30 a.m. to 1:30 p.m. and other times by appointment. Check the Town Calendar for hours as well .
.The office of Town Clerk is an elected position. The Town Clerk serves as the Public Information and Legislative Administrator, Chief Election Officer, and Local Registrar of Vital Records and Statistics. This is a multifaceted administrative position; The Town Clerk is charged with the responsibility of ensuring that the appropriate process, notification and procedure is adhered to in the making of legislative policy by the town, and of managing public access to this information.
These responsibilities are two-tiered: first are those outlined in 73 chapters and 451 sections of the Massachusetts General Laws, and the second are dictated by the unique Bylaws of the town.
The many duties of the Town Clerk include conducting the Annual Street List, Dog Licensing, Elections, Voter Registration and Vital Records.
